Decision 1830/QĐ-TTg: Scope and Current Status

What the Decision is.

Decision 1830/QĐ-TTg issues the Plan to connect the national identification application VNeID with the electronic-identification systems of ASEAN countries. Deputy Prime Minister Hồ Quốc Dũng signed it on behalf of the Prime Minister on 22 September 2026, on the proposal of the Minister of Public Security. It took effect on signature.

Who it binds.

The Ministers of Public Security, Foreign Affairs, and Science and Technology, and the heads of related agencies. The Ministry of Public Security leads and reports to the Prime Minister. Singapore and Laos are the only partner countries the Plan names; other ASEAN systems are an intention for later years.

What it does not do for a business.

The Plan:

  • places no duty on a private organisation;
  • gives no private organisation access to VNeID, Singpass or LAeID, or to their data;
  • names airport operators and airlines only as parties the ministry coordinates with during the airport pilot;
  • leaves the cross-border transfer rules of the Personal Data Protection Law and the Data Law in full force.

The Plan also requires that cooperation, connection and data exchange stay within the scope, purpose and method the competent parties agree. That is a condition on the State parties, not an opening for anyone else.

How ComplianceOne holds it.

Decision 1830 is a reference framework. Its milestones belong to ministries and show as authority dates, never as your deadlines. It raises no obligation, risk tier or score of its own.

Kept Apart from the E-ID Rules That Bind You

If your organisation uses VNeID today, your binding duties come from elsewhere:

  • the Identity Law 26/2023/QH15;
  • Decree 69/2024/NĐ-CP on electronic identification and authentication;
  • Decree 320/2026/NĐ-CP, which amends Decree 69 from 28 September 2026.

Decision 1830 does not cite any of them and changes none of them. Its legal bases are the Law on Government Organisation, the Data Law, the Personal Data Protection Law and Decree 165/2025/NĐ-CP. So account linkage, connection security and access history are still read from Decree 69 and Decree 320. A State pilot plan is never read as a private-sector obligation.

The Plan's Milestones

Test connection with Singpass and LAeID, with a report on API integration, authentication, data reconciliation and transaction logs; testing records; security, cybersecurity and personal-data-protection assessmentMinistry of Public SecurityBefore 15 November 2026
Pilot at Nội Bài and Tân Sơn Nhất international airportsMinistry of Public Security, with airport operators, airlines and partner-country authorities15 November to 15 December 2026
Pilot evaluation and expansion proposalMinistry of Public SecurityBefore 25 December 2026
Immigration impact report, and the summary report to the Prime Minister with a draft plan for the next phaseMinistry of Public SecurityBefore 31 December 2026

Every date below belongs to a ministry. None is a deadline for your organisation.

Two dates are often misreported. The cooperation documents and the technical standard are due before 15 October, not in a 15 to 30 October window. The pilot evaluation is due before 25 December, six days ahead of the reports to the Prime Minister.

ComplianceOne tracks fifteen outputs the Plan names. When checked on 25 September 2026, three days after signature, none had been published:

Each status carries the date and basis of its check. All fifteen are due to be rechecked by 24 November 2026, after the 15 November milestones. An output becomes a control, a field or a deadline in ComplianceOne only once it is issued and read from its signed text.

Until the cooperation documents exist, there is no cross-border arrangement for anyone to rely on.

How ComplianceOne Supports Decision 1830 Compliance

See the Plan where it belongs.

Decision 1830 appears on the Regulatory Frameworks page as a reference record, with its milestones as authority dates and its fifteen outputs as tracked items. It links to the Identity Law, Decree 69 and Decree 320 without borrowing their weight.

Model a flow before you depend on it, if you choose to.

Cross-Border Identity Exchanges, under Trust & Identity Evidence, is an optional register. It is for an airline, travel, banking or onboarding business that expects to rely on cross-border identity. Decision 1830 does not require it, and the register says so in English and Vietnamese. Each record describes one flow:

  • the identity provider and the relying party, each with its country;
  • the direction of transfer and the purpose;
  • each attribute exchanged, whether it is personal or sensitive personal data, its legal basis and why it is needed;
  • the transfer impact assessment the flow rests on, chosen from your Assessments register;
  • the formal authorisation relied on, with its document reference;
  • how outcomes, reconciliation, transaction logs and retention are handled.

Hold production behind a gate.

A new record starts as modelled and not authorised. Moving it to production is a separate action behind its own permission. ComplianceOne refuses it until four things are recorded, and names each one that is missing:

  • a legal basis for every attribute;
  • minimisation confirmed;
  • a linked transfer impact assessment that has been approved;
  • a formal authorisation, with its document reference.

A flow in production returns to testing, and loses its production approval, when an edit breaks the gate or changes anything that defines the flow. That includes the parties, countries, direction, purpose, attributes and authorisation.

Count outcomes from events, not typing.

Where a flow links an identity profile, the success, failure and inconclusive counts come from that profile's authentication events. With no profile linked, the register reads No identity profile linked. With a profile but no events, it reads No authentication events recorded.

What ComplianceOne does not do.

It connects to no identity system and holds only what you record. It is not interoperable with, recognised by or equivalent to VNeID, Singpass or LAeID. It gives you no route into the pilot.

Compliance Checklist

Organizations operating under Decision 1830 should confirm:

Confirm that your binding VNeID duties are read from Decree 69 and Decree 320, not from Decision 1830.

If you expect to rely on a cross-border identity flow, record it before it goes live, with every attribute and its legal basis.

Record why each attribute is needed, and have someone confirm minimisation.

Complete and approve a transfer impact assessment under the Personal Data Protection Law before any production use.

Record the formal authorisation you rely on, or record that none exists.

Assign an owner to watch the cooperation documents and the technical standard due before 15 October 2026.

Keep your published material free of any claim that a product or identity mechanism is interoperable with, recognised by or equivalent to a national identity system.

Frequently Asked Questions

Yes. It took effect when it was signed on 22 September 2026. It is a State implementation plan, so what it sets in motion is work for ministries.

No. It assigns tasks and dates to the Ministries of Public Security, Foreign Affairs, and Science and Technology. Airport operators and airlines appear only as parties the ministry coordinates with during the pilot. Your binding VNeID duties still come from the Identity Law, Decree 69 and Decree 320.

No. The Plan grants no private access to any of the three systems. The transfer rules of the Personal Data Protection Law and the Data Law continue to apply in full.

No. ComplianceOne connects to no identity system. It is not interoperable with, recognised by or equivalent to any of them. The Cross-Border Identity Exchanges register records your organisation's own view of a flow, and nothing else.

No. It is optional, and Decision 1830 does not require it. It exists so that the personal-data and transfer duties that would apply to a flow can be evidenced before the flow goes live.

The earliest are due before 15 October 2026. None had been published when checked on 25 September 2026, and every status is rechecked by 24 November 2026.
